Load line and stability deficiencies often result from gradual deterioration that goes unnoticed. Common PSC findings: ventilators and air pipes with corroded or missing closing appliances, hatch wedge condition and spacing not per the approved drawing, cargo securing manual not vessel-specific or not in working language, stability information not approved or not available for the current loading condition, water/weathertight door seals perished, freeing ports blocked, and guardrails wasted or missing sections. The Load Line Convention requires that ALL closing appliances remain effective — a single wasted ventilator coaming can technically justify detention.
